In order to open a water account please complete the Water Account Opening Request form (click for link). Home or business owners are required to provide proof of property ownership. Proof of ownership can be furnished by an escrow closing statement, deed, property tax bill or mortgage statement.

New accounts for non-owners or tenant require a $200 deposit. This deposit is refundable within 4 to 6 weeks of the termination of service, less any balance remaining on the account.

In addition, all new customers must provide proof of identity. If you have any questions, please contact the Water Billing Division.

FOR OWNERS (LLT):

Landlords may choose to set up their account as a LandLord Trust (LLT). This account will automatically revert back into the owner’s name when a tenant moves out and the service will not be disrupted.

a. The service will remain in the owner’s name until the owner closes the service, or until a new tenant signs up.

b. This arrangement is canceled if a new property owner becomes responsible for the service address or if the current owner provides written notification to discontinue the LLT.

If the account is closed by a tenant, agent or non-owner and the account does not have a “Landlord Trust” (LLT) agreement on file, the water service shall be disconnected after the final reading is obtained.

Water service is billed in arrears. The City provides customers with billing statements every 8 weeks. Customers have 6 weeks or 42 days from the billing date to pay their water bill.  If payment is not received by 8:00pm (PST) on the 42^nd day after the billing date, the City will assess a 10% penalty on the total outstanding balance and mail a reminder to pay notice to customers on the 43^rd day.  Delinquent bills must be paid by the 60^th day after the billing date (postmarks are not acceptable) to avoid further penalties (up to $150) and water service disconnection.

We allow two billing extension per year. To be eligible for an extension, a written request must be presented to the Finance Department prior to the proposed turnoff date. To facilitate this process, a payment extension request form is found below.  The extension is due two weeks from the proposed turnoff date.  Customized billing calendars are available upon request.

All requests to update the contact information on water accounts must be made in writing.  If you would like to update the information on your account, please use the link to obtain a request form, complete the form, and send it to the Finance Department via fax, email, or traditional mail.

In order to close an account, please complete the Close Account Request form (click for link), and send it to the Finance Department at the CityHall, via email or traditional mail. 

Once the request has been received, a Water Billing representative will contact the customer to confirm receipt of the request.  The representative will then process a work order to close the account.  To prevent computer-based errors, we kindly ask that customers request an account closing no more than two weeks in advance.

Glendora Welfare Association 

Glendora Welfare Association at (626) 857-1181.  The Glendora Welfare Association is a non-profit organization that provides emergency assistance to residents of the city.  They are not a government entity, and the City in no way guarantees that the association will be able to assist all customers.  However, in many cases they can assist customers who face sudden or extreme financial hardship.

California Department of Community Services & Development

The California Department of Community Services & Development at is the designated administering agency for Low Income Household Water Assistant Program(LIHWAP) in California. Through LIHWAP, CSD works with a network of community-based local service providers (Long Beach Community Action Partnership (888) 351-4061) to help low-income households pay down their residential water and wastewater utility bills.

• LIHWAP is a federally funded program that offers a one-time payment to help you pay your residential water or wastewater bills.
• LIHWAP can provide assistance if you are past due on your water bill, or even if you're current on payments.
• LIHWAP helps pay bills accrued anytime. There are no date restrictions.

Natural Gas services are provided by Southern California Gas Company.

Telephone services are provided by Frontier Communications.

Trash services are provided by Athens Services for all incorporated areas of the City of Glendora.

Cable services are provided by Spectrum.
