The Public Works Department is responsible for the City’s streets, sidewalks, the orderly movement of traffic, capital projects, public improvements, assessment districts, City owned buildings, maintaining the City’s fleet, operating the water system and the building and safety functions.
External services include providing water to the majority of the residents in the City, providing plan review and inspection services for development and construction, conducting studies for traffic improvements, contracting for public improvements, maintaining the streets and sidewalks, the water conservation program and maintaining and constructing public facilities.
Internal services include the implementation of capital projects for all departments, providing engineering services for all departments, maintaining and constructing City buildings, maintaining the City’s rolling fleet, implementing our water conservation program and providing plan review and inspection for City projects.
The Director of Public Works is appointed by the City Manager and responsible for the oversight of the departmental functions, implementing an annual budget of over $27 million dollars and ensuring optimum customer service to our public. The director ensures compliance with the Streets and Highways Code, the Public Contract Code, Health and Safety Code and our adopted building codes. The director works closely with several appointed boards and committees, including the Water Commission.
DEPARTMENT PERFORMANCE MEASURES
The Public Works Department has established the following measurements of our ability to perform:
- Complete all building inspections within 24 hours of notification
- Abate graffiti within 24 hours
- Prepare Engineer’s Report for assessment districts for implementation by the County Assessor
- Perform same day plan reviews for minor projects
- Meet or beat the book time for fleet maintenance
- Ensure capital project savings using in house design and project management
- Monitor all maintenance functions to ensure competitive pricing
- Meet all Health Department requirements for water quality
- Ensure efficient delivery to all water customers
- Publish a quarterly newsletter
- Secure grants for public improvements
- Ensure plan review turnaround times faster than required by law
- Complete annual assessment and purchases for city fleet
- Complete water system improvements pursuant to the Master Plan
- Complete capital improvements pursuant to the adopted budget
