In response to the COVID-19 virus, the City of Glendora Engineering Division is implementing an electronic plan submittal and permitting program. The program will allow plans and permit fees to be submitted electronically.
The following instructions will guide you through the process to submit plans and obtain permits. Engineering staff are available by phone and email to help.

Plan Review Application - Submittal and Payment
1. Download and complete a Public Works Plan Check/Permit Worksheet. Please provide e-mail address on permit worksheet.
2. Once worksheet is completed, submit worksheet and submittal documents to engineeringdiv@cityofglendora.org.
- If submittal size is under email limit (25 MB), email Public Works Plan Check/Permit Worksheet and submittal documents.
- If submittal size is over the email limit, please email the Public Works Plan Check/Permit Worksheet and request a Dropbox Link to upload your submittal documents. If submittal size is over the email limit, please do not send multiple emails to complete the submission.
3. Engineering Division will process the submittal documents to create a Permit/Plan Check number(s) for the submittals.
4. Once documents are processed, fees and payment instructions will be sent via email.

General Permit Application
1. Download and complete a Public Works Plan Check/Permit Worksheet.
2. Email the completed worksheet to the Engineering Division at engineeringdiv@cityofglendora.org
3. Engineering Division will review and process the completed worksheet, and follow-up with an email providing electronic payment instructions.
4. The applicant shall provide verification to obtain Public Works Permits. This includes providing the following documents, as applicable:
- Copy of valid California Contractor’s license (grading permit requires either an "A" or "C-12" licensed contractor)
- Copy of Certificate of Insurance with required highlighted info - must contain highlighted verbiage from sample
- Copy of Glendora business license. If the contractor does not have a business license, they must apply for a business license with HDL.
- Traffic control plan (signed and stamped traffic control plans required for all collector & arterial roads as well as full road closures. Any excavation within moratorium is not allowed without City approval. See map outlining the road classifications and moratorium)
- Any other applicable sketches/plans
- Other information as required
5. Once all fees are paid, and proper verification forms are received, the Public Works permit will be issued and provided electronically by email.
Driveway Approach Permit Application
1. Determine scope of work for driveway approach permit:
- Reconstruct approach: continue to Step 2
- Widen approach: continue to Step 2
- Circular driveway approach: obtain Planning Division's approval, then continue to Step 2
- Request another approach (typically for corner lots): obtain Planning Division's approval, then continue to Step 2
2. Download and complete a Public Works Plan Check/Permit Worksheet.
3. Email the completed worksheet to the Engineering Division at engineeringdiv@cityofglendora.org
4. Engineering Division will review and process the completed worksheet, and follow-up with an email providing electronic payment instructions.
5. The applicant shall provide verification to obtain Public Works Permits. This includes providing the following documents, as applicable:
- Copy of valid California Contractor’s license - either an "A" or "C-8" licensed contractor
- Copy of Certificate of Insurance with required highlighted info - must contain highlighted verbiage from sample
- Copy of Glendora business license. If the contractor does not have a business license, they must apply for a business license with HDL.
- Any other applicable sketches/plans
- Other information as required
6. Once all fees are paid, and proper verification forms are received, the Public Works permit will be issued and provided electronically by email.
Oversize Load / Transportation Permit Application
1. Download and complete the Oversize Load Permit Application. Complete both pages of the application.
2. Email the completed worksheet and Certificate of Insurance to the Engineering Division at engineeringdiv@cityofglendora.org. The Insurance must contain the highlighted info.
3. Engineering Division will review and process the completed application and will follow up with an email providing electronic payment instructions.
4. Once all fees are paid, and proper verification forms are received, the Public Works permit will be issued and provided electronically by email.
Pool Draining Permit Application
1. Download and complete a Public Works Plan Check/Permit Worksheet. Complete sections Address, Description of Work, Owner Name, Applicant Name, and Pool Draining.
2. Email the completed worksheet to the Engineering Division at engineeringdiv@cityofglendora.org
3. Engineering Division will review and process the completed worksheet, and follow-up with an email providing electronic payment instructions.
4. Once all fees are paid, the Public Works permit will be issued and provided electronically by email.
Athens Rolloff / Storage POD Permit Application
Do you need an Athens Rolloff Container or Storage POD? It is recommended to place the rolloff or POD in your driveway if possible, in which a permit will not be required. If not possible and the rolloff or POD needs to be placed on the street, a permit is required. The procedure to apply for an Athens Rolloff or Storage POD Permit is outlined below.
1. Download and complete a Public Works Plan Check/Permit Worksheet. See sample worksheet for items on form to be completed.
2. For storage PODS only: obtain the Certificate of Insurance from the storage POD company.
3. Email the completed worksheet to the Engineering Division at engineeringdiv@cityofglendora.org.
- For storage PODS: Email the completed worksheet along with the company’s Certificate of Insurance with required highlighted info - must contain highlighted verbiage from sample
- For Athens Rolloff: Email the completed worksheet
4. Engineering Division will review and process the completed worksheet and will need to inspect the site if it’s safe to place the rolloff or storage POD.
5. If site is approved, an invoice will be generated and emailed to the applicant with payment instructions.
6. Once all fees are paid, and proper verification forms are received, the Public Works permit will be issued and provided electronically by email. This permit only lasts for two (2) weeks.
