Under State law, all C&D projects must recycle or reuse 65% of their waste debris. All covered projects are required to submit a Waste Management Plan (WMP).
The purpose of the WMP is to identify the following:
- The estimated volume or weight of C&D debris that will be generated;
- The volume or weight of C&D materials that will be landfilled and diverted via reuse or recycling;
- The vendor or facility that will be used to collect or receive the C&D material;
- Any special or specific activities that the applicant will use to comply with the State law.

Some projects may require a deposit to be submitted with the WMP application. Deposits are refunded subject to compliance with the State Law. If you are looking to receive a refund for your deposit, please complete the Waste Management Plan Final Report Form.
