The City of Glendora invites all interested parties to attend public hearing and express their views.  Should you be unable to attend a public hearing, comments must be made in writing and delivered prior to the scheduled hearing date.  Related documents are on file for public inspection and copying, for the cost of duplication during normal business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays.

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing, or in written correspondence delivered at, or prior to, the public hearing.

TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF GLENDORA and to the CITY CLERK: 

NOTICE IS HEREBY GIVEN that the City Council will conduct a special meeting at 5:00 PM on Tuesday, September 27, 2022, Council Chamber, 116 E. Foothill Boulevard.

The purpose of said special meeting is as follows:

 

CLOSED SESSION

The regular meetings of the city council shall be held on the second and fourth Tuesday of each month, closed session business will commence at 6:00 p.m., when scheduled, and general business session will commence at 7:00 p.m. Closed Session discussions authorized by state law and allow the legislative body to consider/hear any matter which it is authorized by state law to hear or consider in closed session.

 

 

1.

CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION

A closed session will be held, pursuant to Government Code § 54956.99 (d)(1), to confer with legal counsel regarding one (1) matter of pending litigation to which the City is a party. The title of such litigation is as follows: CARRASCO v. CITY OF GLENDORA, United States District Court for the Central District of California, Case No. 2:21-CV-05965-MWF-ASx.

CONFERENCE WITH LABOR NEGOTIATORS A closed session will be held, pursuant to Government Code §54957.6 to conduct labor negotiations.

City Negotiators: City Manager Raymond, City Attorney Wynder, Administrative Services Director Ricci, and Assistant City Manager Lopez

 

Employee Organization: American Federation of State, County & Municipal Employees (AFSCME), Glendora Management Association (GMA), and Glendora Police Management Association (PMA)

 

3.

CONFERENCE WITH REAL PROPERTY NEGOTIATORS A closed session will be held, pursuant to Government Code §54956.8, enable the City Council and Housing Authority to consider negotiations with:

I) Paul Rodriguez, with whom City is negotiating, and to give direction to its negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding that certain real property 1762 Dale Road, APN 8631-013-023. The City’s real property negotiator will seek direction from the City Council regarding the price and terms of payment for the property;

II) Thomas R. McGhuey, Trustee of the Thomas R. McGhuey Trust, with whom City is negotiating, and to give direction to its negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding certain real property APN 8644-014-036. The City’s real property negotiator will seek direction from the City Council regarding the price and terms of payment for the property; and

III) City of Glendora, property owner, to receive information from negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding certain real properties APN 8655-007-900, APN 8655-007-901, APN 8655-007-902, and APN 8655-021-900. The City’s real property negotiator will seek direction from the City Council regarding the disposition of the property.

 

 

NOTICE IS FURTHER GIVEN that the public will be given the opportunity to speak only on those matters listed in this notice. Public Comment will be announced once at the commencement of this special meeting and can be given in-person, submit via email at publiccomment@cityofglendora.org with the subject “Public Comment” or via mail and mailed to 116 E. Foothill Boulevard, Glendora, ATTN: City Clerk’s Department-Public Comment.

 

NO OTHER BUSINESS WILL BE DISCUSSED
